For the job description, I think they are underpaying for the position. ($48-52k/year)  Do you guys think that is a good salary for that job?

No that is a horrible salary.  It should be at least $70k based on the responsibilities.  Associations always underpay though, sadly.  I don't think being $20k under the average is unusual for any association job... I remember doing lots of research on salaries when I was COO (number 2) for a small staff association and was being paid HALF of what my ED was making.  One of the main reasons I jumped ship.
